Community Support Review: April 3rd to October 31st
The Federal Housing Finance Agency’s (FHFA) Community Support Requirements regulation (12 CFR 1290) requires Federal Home Loan Bank member financial institutions to document their community support activities for FHFA once every two years, by completing a Community Support Statement (CSS) form on FHFA’s website.
This year, members of the FHLBank San Francisco must complete the Community Support Statement between April 3rd to October 31st, 2023. The form must be completed by an appropriate senior officer of the member institution. The FHFA ID number can be found in the members list (see the link below). Member must complete the CSS and meet certain standards of community investment or service in order to maintain access to long-term Federal Home Loan Bank advances and Community Programs. In its Community Support Review, the FHFA will take into account the member’s performance under the Community Reinvestment Act of 1977 (CRA) and the member’s record of lending to first-time homebuyers.

All members must complete a CSS for the 2023 biennial review unless:
- The member has been a member of the FHLBank system for a total of less than one year as of March 31, 2022;
- The member has been certified as a community development financial institution by the CDFI Fund (other than a member that is also an insured deposit institution or a CDFI credit union); or
- Pursuant to 12 C.F.R. part 1263, the member’s membership in a FHLBank is terminated via consolidation or withdrawn with an effective date before October 31, 2023.
