Additional 2020 AHP Competitive Application Changes and Homeless Definition Clarification

The following changes to the Bank’s AHP Implementation Plan are effective immediately.
2020 AHP Application
Maximum Subsidy Request (Section II, B. 2. d.)
In anticipation of a significant decrease in the amount of AHP funds available for the 2020 funding competition, we have reduced the maximum subsidy a project may request from $1.5 million to $1.25 million.
Scoring: In-District Projects (Attachment B, Section VI)
To better address persistent affordable housing challenges throughout the Bank’s district and considering the amount of funds expected to be available for the 2020 AHP funding competition, we have increased the total points available for In-District Projects from three to five points.
Scoring: Community Stability (Attachment B, Section IX)
In the “Revitalizing Neighborhoods by Optimizing Project Site Use” section of the Community Stability scoring category, we will no longer award points for three project features: Development of a Brownfields Site, Recovery of a Foreclosed Property, and Rehabilitation of a Historic Building. With this change, we have reduced the total points available in the Community Stability scoring category from 15 to 13.
Pre-2017 Homeless Definition — Clarification
Definitions: Homeless Housing (Attachment B, Section IV)
To reduce compliance issues at initial monitoring, the Bank added language to clarify that the homeless definition updated in 2017 does not apply to projects awarded funds prior to 2017.
