Affordable Housing Program (AHP)
The Affordable Housing Program provides grants and subsidized loans to support affordable rental housing and homeownership opportunities.
Each year, we set aside 10% of the Bank’s net income to fund affordable housing for very low-, low-, and moderate-income households. Since 1990, we have awarded over $700 million in Affordable Housing Program grants to support the development, rehabilitation, or purchase of over 100,000 affordable homes in Arizona, California, Nevada, and other localities served by our member financial institutions.
The majority of the subsidy is made available through the competitive application program described here. A portion of the funds are allocated to the Bank’s homeownership set-aside programs, the Individual Development and Empowerment Account (IDEA) Program and the Workforce Initiative Subsidy for Homeownership (WISH) Program.
To Apply for AHP
We hold AHP funding competitions twice a year, with deadlines in April and October. Grants are often used to fill a gap in available financing. AHP funds may also be used to:
- acquire, construct, or rehabilitate rental housing
- provide homebuyer downpayment or closing cost assistance
- cover the cost of homebuyer pre- or post-purchase counseling
Only Bank members may submit AHP applications. Interested affordable housing developers are encouraged to contact Bank members early in their planning process to obtain sponsorship.
The 2011 AHP Round B application deadline was October 3, 2011. The round is closed to any further applications. For your reference, you may view the application materials.

The AHP Implementation Plan (PDF) explains the Bank's guidelines for the AHP. Participation in the AHP requires compliance with all AHP policies, regulations, obligations, and procedures. Noncompliance with the AHP may subject an award to cancellation and/or repayment of AHP funds. The Bank monitors all AHP-funded projects, including at time of application, funding, post-completion, and long-term monitoring phases, to ensure that the AHP funds are needed and used appropriately.
AHP Bulletins and Notices provide additional guidance and timely communication on AHP requirements, policies, and procedures.
