Federal Home Loan Bank of San Francisco’s Board of Directors Appoints New Members to Affordable Housing Advisory Council
 
San Francisco – The Board of Directors of the Federal Home Loan Bank of San Francisco has appointed three new members to our Affordable Housing Advisory Council (AHAC), effective January 1, 2007: Joe Keeper of Native American Connections, Inc., Dianne Spaulding of The Non-Profit Housing Association of Northern California, and Jacque Zussman of Nevada HAND.
 
In addition, the Board has reappointed Jack Gardner of the John Stewart Company, Linda Mandolini of Eden Housing, and Susan Reynolds of Community Housing Works. The AHAC is a 15-member group that advises the Bank on affordable housing and economic development issues throughout the 11th District.
 
Mr. Keeper is the Director of Housing for Native American Connections, Inc., where he oversees the development and management of the nonprofit’s housing stock and real estate portfolio. He has broad experience in all phases of affordable housing development and operations, with a specific focus on expanding housing opportunities for tribal and other Native American communities. He is versed in intergovernmental affairs between tribal, federal, and state entities and in the leveraging of funds provided through Native American Housing Assistance and Self-Determination Act legislation, low-income housing tax credits, and other affordable housing resources. A registered member of the Cross Lake First Nations Band, Mr. Keeper has a Bachelor of Commerces Degree from the University of Manitoba, where he majored in Finance and Economics. Mr. Keeper is currently working on a Certificate of Tribal Development from Scottsdale College, with a special focus on economic development for Native American communities.
 
Ms. Spaulding is the Executive Director for the Non-Profit Housing Association of Northern California (NPH).  NPH supports over 650 members representing housing practitioners and developers of affordable housing, primarily in the San Francisco Bay Area. During Ms. Spaulding’s 14-year tenure, NPH has gained a national reputation for capacity-building initiatives and leadership in the housing policy arena. Ms. Spaulding serves as the Chairperson of the California Housing Consortium and is a member of the NHC Executive Committee as the elected Regional Representative from California. She is also the past President of Housing California, the largest statewide coalition of homeless and housing providers in the nation. In 2006, Ms. Spaulding was inducted into the California Housing Consortium’s California Housing Hall of Fame. Other awards include the San Francisco Housing Action Coalition’s Housing Hero Award, the Catherine A. Bauer Leadership Award, and the Housing Genius Award. Ms. Spaulding is a graduate of the University of California at Riverside.
 
Ms. Zussman is the Real Estate Development Manager for Nevada HAND, the leading nonprofit housing developer in Nevada, where she oversees the entire affordable housing development process, from land entitlements, financial structuring and partner selection through construction and lease up. Ms. Zussman is responsible for communicating with community leaders, public agencies, granting agencies, lenders, equity investors, local municipalities, attorneys, and accountants. Prior to joining Nevada HAND, Ms. Zussman was the Financial Analyst at Krispy Kreme Doughnuts, Western Territory, in Las Vegas. Ms. Zussman earned a four-year scholarship at Loyola Marymount University.  She graduated with a Bachelor of Business Administration with an emphasis in Finance, holds a Master of Business Administration in Entrepreneurship, and traveled to Asia to earn an International Business Certificate. Ms. Zussman is a member of Nevada Housing Coalition and serves on the Board of the Southern Nevada Homeless Coalition. 
 
Mr. Gardner oversees all project acquisition, rehabilitation, development, refinancing, management, consulting, and marketing activities undertaken by The John Stewart Company, which manages over 28,000 housing units throughout California and is the largest independent manager of affordable housing in the state. He has been involved in the financing, development, and management of affordable housing since 1985, and his professional background includes the public, nonprofit, and private sectors. He has served as Senior Housing Development Analyst for the City of Santa Monica, Southern California Program Manager for the Low Income Housing Fund, founding Executive Director of the Hollywood Community Housing Corporation, Executive Director of Resources for Community Development in Berkeley, and Acquisitions Director for Edison Capital Housing Investments. He is a member of the Local Advisory Committee of the Bay Area LISC Program, the Editorial Advisory Board of Affordable Housing Finance magazine, and the boards of the California Housing Consortium and the Downtown Berkeley YMCA. Mr. Gardner is a Political Economics graduate of the University of California at Berkeley and holds a Master’s degree in Public Policy from the John F. Kennedy School of Government at Harvard University.
 
Ms. Reynolds has led Community HousingWorks (formerly Community Housing of North County and San Diego NHS) as President since 1997. Under her leadership, the corporation has become a productive multifamily developer, a homeownership lender, and an innovator in community-based programs that strengthen communities and families’ financial independence. Since 1997, Community HousingWorks has tripled the operating budget and the number of apartments it has developed, initiated after-school and leadership training programs that reach hundreds, and expanded to a countywide area. As Deputy Director of the California Housing Partnership Corporation, Ms. Reynolds packaged housing projects for community nonprofit developers totaling over $30 million in financing, and has served as lead trainer for over 22 multi-week and multi-day courses in housing development for nonprofits in Arizona, California, Texas, and other western states. In nearly a decade of housing work in New York City, she staffed the citywide federation of community development corporations, and was a planner and housing financial consultant at New York’s Pratt Institute Center for Community and Environmental Development.  Ms. Reynolds holds a Master of Urban Planning degree from Columbia University. She currently sits on the Board of California Rural Housing Coalition. She was a member of the 2003 Mayor’s Affordable Housing Task Force in San Diego, and was a co-founder of the San Diego Housing Federation.
 
Ms. Mandolini serves as Executive Director for Eden Housing, where she oversees the affordable housing production (presently totaling 4,700 units), property management, and social services components with combined annual budgets of $30 million. She is responsible for Eden’s growing development pipeline, which consists of approximately 10 to 15 projects at any given time, and a growing property management portfolio presently consisting of over 2,500 units.  Ms. Mandolini also serves as Vice Chair of the Board of Directors of the Santa Clara County Housing Trust Fund and is the Vice President of the Board of Directors of the Nonprofit Housing Association of Northern California. Prior to rejoining Eden Housing as the Director of Development, Ms. Mandolini was the Transportation and Land Use Director at the Silicon Valley Manufacturing Group based in San Jose. Before joining Eden Housing, Ms. Mandolini worked as a lender and developer of affordable housing with several entities in Boston, Massachusetts, including serving as the Director of Development for the Codman Square Neighborhood Development Corporation and as Manager of the Real Estate Portfolio for the Massachusetts Community Development Finance Corporation. Ms. Mandolini received her Bachelor of Arts degree at Wheaton College, graduating Magna Cum Laude and Phi Beta Kappa. She earned a Master of Business Administration at Boston University.
