Federal Home Loan Bank of San Francisco’s Board of Directors
Appoints Three New Members to Affordable Housing Advisory Council
 
San Francisco— The Board of Directors of the Federal Home Loan Bank of San Francisco has appointed three new members to its Affordable Housing Advisory Council (AHAC)—Manuel H. Bernal of the National Farm Workers Service Center, Inc.; Robin R. Hughes of the Los Angeles Community Design Center; and Trinh LeCong of the Affordable Housing Clearinghouse. The AHAC is a 15-member group that advises the Bank on affordable housing and economic development issues throughout the 11th District.

Mr. Bernal is Executive Vice President, Housing and Economic Development Fund, of the National Farm Workers Service Center, Inc., a nonprofit corporation formed in 1966 by Cesar Chavez to address the social, economic, and health needs of farmworkers throughout the United States. Mr. Bernal structures and oversees programs, negotiates contracts, and builds and manages relationships with lenders, partners, funders, city government officials, elected officials, and community residents. Before that, he was the founder and Executive Director of the East L.A. Community Corporation. Mr. Bernal earned an advanced bachelor’s degree in Economics from Occidental College and attended Harvard University’s John F. Kennedy School of Government’s Winter 2000 Program for Senior Executives and Elected Officials. He serves on the Enterprise Foundation Network Advisory Board.
 
Ms. Hughes is the Executive Director of the Los Angeles Community Design Center (LA/CDC), a nonprofit architecture, planning, and affordable housing development corporation that provides a broad range of services to low-income communities. Ms. Hughes has more than 17 years of experience in the affordable housing and community development industry, working with for-profit and nonprofit developers in the syndication, financing, construction, development, and management of affordable housing. Ms. Hughes served as Housing Director for LA/CDC between 1990 and 1994. In addition to her nonprofit experience, she has held positions with The Richmond Group of Companies; Citibank; the Community Development Commission of the County of Los Angeles; and the Office of the Mayor of the City of Los Angeles. She received her B.A. and M.A. in Public Administration from the University of Southern California and a certification from Harvard University’s John F. Kennedy School of Government’s Executive Program, Achieving Excellence in Community Development in 2003. She serves on the Board of Directors of the Low Income Investment Fund and the Board of Governance for the California Housing Consortium.
 
Ms. LeCong is the Executive Director of the Affordable Housing Clearinghouse, a nonprofit organization that is dedicated to the financing and development of affordable housing. She oversees the organization’s single-family and multifamily lending programs, homebuyer education program, and acquisition/rehabilitation program. Prior to joining the Affordable Housing Clearinghouse, she was a land-use and environmental consultant. Ms. LeCong holds a bachelor’s degree in Political Science from the University of California at Los Angeles and a master’s degree in Urban Planning from the UCLA School of Public Policy and Social Research. She serves on the Springboard Non-Profit Consumer Credit Management Advisory Board, Southern California Homebuyer Education Collaborative Advisory Board, and Project Access Advisory Board.
