Federal Home Loan Bank of San Francisco’s Board of Directors Appoints New Members to Affordable Housing Advisory Council
 
San Francisco—The Board of Directors of the Federal Home Loan Bank of San Francisco has appointed three new members to its Affordable Housing Advisory Council (AHAC), effective January 1, 2006: Forescee Hogan-Rowles of Community Financial Resources Center, James Feltham of Family Housing Resources, and John Manuel Ramirez of Chicanos Por La Causa, Inc. In addition, the Board has reappointed Robert F. Nielsen of Shelter Properties and Mary Ellen Shay of the California Association of Local Housing Finance Agencies. The AHAC is a 15-member group that advises the Bank on affordable housing and economic development issues throughout the 11th District.
 
Ms. Hogan-Rowles is the President and CEO of Community Financial Resource Center (CFRC), a community development financial institution that targets business owners and residents of low-income communities in Los Angeles County. Before joining CFRC, she served as Executive Director of the Coalition For Women’s Economic Development, where she managed the growth and achievements of the first microenterprise organization in Southern California. Ms. Hogan-Rowles earned a B.A. in Business Administration at Loyola Marymount University and an M.B.A. from Pepperdine University.
 
Mr. Feltham is President of Family Housing Resources (FHR), a nonprofit that helps low- to moderate-income individuals and families obtain decent, affordable housing in Arizona. Before joining FHR, Mr. Feltham served as Senior Vice President of a national investment banking firm. He serves on the Board of Directors of the Community Development Coalition of Arizona, the Manufactured Housing Industry of Arizona, and the Hospice of the Valley. He is a member of the State Bar of Arizona and of the District of Columbia.
 
Mr. Ramirez is Vice President of the Housing Division of Chicanos Por La Causa, Inc., a nonprofit housing and community development organization that improves the conditions for low-income communities and individuals throughout Arizona. Mr. Ramirez has previously served as an independent housing consultant and has held management and officer positions with the Resolution Trust Corporation, Security Pacific Bank, Continental Bank, and The Arizona Bank. He is a graduate of Arizona State University and the National Commercial Lending School at the University of Oklahoma.
 
Mr. Nielsen is President of Shelter Properties, Inc., a real estate development and management company based in Reno, Nevada. Shelter Properties develops affordable housing for families and seniors and works with programs administered by the U.S. Department of Housing and Urban Development, the Federal Housing Administration, as well as state and local housing authorities. Mr. Nielsen served on the Board of Directors of the Federal Home Loan Bank of San Francisco from 1999 to 2001 and the Fannie Mae National Advisory Council from 2003 to 2004.
 
Ms. Shay is the Legislative Advocate for California Association of Local Housing Finance Agencies, as well as the California Housing Authorities Association. She is the founder and owner of M.E. Shay & Co., an affordable housing research, development, and consulting firm based in Sacramento. Memberships and affiliations include the California Housing Consortium Board of Directors; the National Council of Affordable Housing Market Analysts; the National Association of Housing and Rehabilitation Officials; California Council of Affordable Housing; the Non-profit Housing Association of Northern California; and the Southern California Association of Nonprofit Housing. She is also one of the organizers of the California Coalition for Affordable Housing. Ms. Shay attended Washington University in St. Louis and graduated from San Francisco State University. She did graduate studies in Public Administration at the University of Southern California.
